Introduction
The previous two essays in the Methodology series examined El Niño from two perspectives. The first focused on the climate mechanism itself: how El Niño forms, why it changes rainfall and temperature patterns, and why agriculture is often among the first sectors to feel its effects. The second examined the market transmission mechanism: how climate disruptions may affect inventories, trade flows, policy responses, and commodity-market expectations.

This third essay moves one step further. If El Niño can affect agriculture and commodity systems, the next question is not simply which commodities may be exposed, but which countries and regions are more vulnerable — and why.

This essay examines regional vulnerability through six variables: climate exposure, agricultural structure, import dependence, export concentration, inventory capacity, and policy flexibility. Through this framework, El Niño can be understood not only as a weather event, but also as a test of economic resilience.

I. A Framework for Regional Vulnerability
区域脆弱性的分析框架
Climate shocks are physical in origin, but economic in consequence. Their impact depends on the structure of exposure.
气候冲击源于自然,但其经济后果取决于暴露结构。
A drought in one country may reduce crop yields. The same drought, if it occurs in a major exporting region, may affect international trade flows. A weather disruption in a country with strong inventories may remain manageable. A similar disruption in an economy with limited reserves may create broader pressure.
一场干旱发生在某个国家,可能只是影响当地作物单产。但如果它发生在主要出口地区,就可能影响国际贸易流。一场天气扰动出现在库存充足的国家,或许仍然可控;而类似扰动如果出现在储备有限的经济体,则可能带来更广泛的压力。
Regional vulnerability can therefore be understood through six questions.

First, how directly is the country exposed to climate variation?
Some economies are more vulnerable to drought, floods, monsoon shifts, or abnormal heat because of their geography and agricultural calendar.

Second, how important is agriculture to the economy?
Where agriculture plays a larger role in employment, income, rural demand, and food prices, weather shocks can travel more quickly from fields to households.

Third, how dependent is the country on imports?
Import dependence changes the nature of exposure. A country may not suffer from domestic crop losses, yet still face higher costs if global food, feed, or energy prices rise.

Fourth, does the country play an important role in exports?
Major exporters transmit local weather shocks outward. When supply from these regions is disrupted, the impact may extend beyond national borders.

Fifth, how much inventory capacity does the system have?
Inventories determine whether a temporary disruption remains temporary. Strategic reserves, commercial stocks, and import channels all shape the system’s ability to absorb stress.

Sixth, how flexible is policy response?
Governments with fiscal space, trade tools, storage capacity, and administrative coordination can often respond more effectively to supply uncertainty.

Vulnerability is not determined by climate exposure alone. It is shaped by the interaction between exposure, dependence, buffers, and policy capacity.

II. China: Large Demand, Policy Buffers, and Import Exposure
中国:大需求、政策缓冲与进口暴露
China is not a simple case of climate exposure. It is a large continental economy with regional weather variation, significant agricultural production, major commodity demand, and substantial policy capacity.
中国并不是一个单纯的气候暴露案例。它是一个大型大陆型经济体,具有明显的区域气候差异、较大的农业生产规模、庞大的大宗商品需求,以及较强的政策调节能力。
The key issue for China is not a single crop failure scenario. It is the interaction between domestic weather conditions, import exposure, inventory management, and policy response.
中国的关键问题并不在于单一作物减产情景,而在于国内天气、进口暴露、库存管理和政策反应之间的相互作用。
Domestically, El Niño-related weather patterns may affect different regions in different ways. Some areas may face heat or drought pressure, while others may experience excessive rainfall. The impact therefore depends on timing, region, and crop calendar.
从国内看,与厄尔尼诺相关的天气格局可能对不同地区产生不同影响。部分地区可能面对高温或干旱压力,另一些地区则可能遭遇强降雨。其影响取决于时间、地区和作物生长阶段。
Externally, China is deeply connected to global agricultural and resource markets. Soybeans, edible oils, feed ingredients, energy inputs, and certain raw materials link China to global supply conditions. If weather disruptions affect major exporting regions, the effect may be transmitted through import costs, feed prices, livestock margins, edible oil prices, or broader food-price expectations.
从外部看,中国与全球农业和资源市场联系紧密。大豆、食用油、饲料原料、能源投入品和部分原材料,使中国与全球供应状况高度相关。如果天气扰动影响主要出口地区,其影响可能通过进口成本、饲料价格、养殖利润、食用油价格或更广泛的食品价格预期进行传导。
At the same time, China has important buffers. Strategic reserves, import diversification, domestic production capacity, infrastructure, and policy tools can reduce the probability that external shocks translate mechanically into domestic instability.
与此同时,中国也拥有重要缓冲。战略储备、进口来源多元化、国内生产能力、基础设施和政策工具,都可以降低外部冲击机械传导为国内不稳定的可能性。
China’s exposure is therefore neither negligible nor one-dimensional. It is best understood as a layered structure: domestic climate variability, global import sensitivity, inventory management, and policy capacity operating at the same time.
因此,中国的暴露既不能忽视,也不能简单化。更准确的理解是一个多层结构:国内气候变化、全球进口敏感性、库存管理和政策能力同时发挥作用。
For observers, the key is not whether El Niño affects China in a general sense. The more useful question is where the transmission channel lies: domestic production, imported commodities, feed costs, food prices, or policy expectations.
对于观察者而言,关键并不是笼统地判断厄尔尼诺是否影响中国。更有价值的问题是识别传导通道:国内生产、进口商品、饲料成本、食品价格,还是政策预期。
III. Singapore: Import Dependence and Supply-Chain Resilience
新加坡:进口依赖与供应链韧性
Singapore represents a very different form of exposure. It is not primarily exposed through domestic agricultural production. Its exposure is transmitted through imports, prices, logistics, and regional supply chains.
新加坡代表了另一种完全不同的暴露方式。它并不主要通过本地农业生产受到影响,而是通过进口、价格、物流和区域供应链进行传导。
As a small open economy with limited domestic agricultural land, Singapore relies heavily on external supply for food and energy. Climate disruptions in surrounding regions may therefore matter even if the disruption does not occur within Singapore itself.
作为一个本地农业土地有限的小型开放经济体,新加坡在食品和能源方面高度依赖外部供应。因此,即便气候扰动并不发生在新加坡本土,周边地区的供应变化仍可能产生影响。
The transmission channels are indirect but important. Weather shocks in Southeast Asia may affect vegetables, rice, palm oil, seafood, livestock feed, or logistics conditions. Higher regional food prices may feed into import costs. Disruptions in shipping, storage, or distribution may also influence short-term supply conditions.
其传导路径是间接的,但仍然重要。东南亚天气冲击可能影响蔬菜、大米、棕榈油、水产品、畜牧饲料或物流条件。区域食品价格上升可能传导至进口成本。航运、仓储或分销环节的扰动也可能影响短期供应状况。
Yet Singapore’s vulnerability is moderated by resilience. Its advantages lie in trade networks, port infrastructure, procurement diversification, public-sector coordination, and the ability to source from multiple regions. These features do not eliminate exposure, but they improve adaptability.
但新加坡的脆弱性也受到韧性缓冲。其优势在于贸易网络、港口基础设施、采购来源多元化、公共部门协调能力,以及从多个地区获取供应的能力。这些特征不能消除外部暴露,但可以提高适应能力。
Singapore is, therefore, a useful case of non-production exposure. It shows that an economy does not need to grow crops to be affected by agricultural shocks. In highly connected economies, climate risk often arrives through prices, contracts, logistics, and supply-chain adjustments.

Its core question is not how much production may be lost domestically. Its core question is how efficiently external shocks can be diversified, absorbed, and passed through.

IV. Southeast Asia: Production Exposure and Export Importance
东南亚:生产暴露与出口地位
Southeast Asia is central to any discussion of El Niño. The region is both directly exposed to climate variation and deeply embedded in global agricultural and soft-commodity supply chains.
在讨论厄尔尼诺时,东南亚是一个核心区域。该地区既直接暴露于气候变化,也深度嵌入全球农产品和软商品供应链。
The region’s importance comes from this dual role. It is not only a place where climate shocks may occur. It is also a place where those shocks may enter international markets.

Indonesia and Malaysia are particularly important for palm oil. Prolonged dryness may affect yields, while production responses can appear with a lag. Since palm oil is linked to broader vegetable-oil markets, supply concerns in this region can influence pricing beyond palm oil itself.

Thailand, Vietnam, and other mainland Southeast Asian economies matter for rice, rubber, sugar, coffee, and regional food supply. Drought may pressure irrigation systems and yields. Excessive rainfall may interfere with harvesting, transportation, or quality.

The Philippines represents another dimension: import dependence combined with climate exposure. It may face the effects of regional price movements while also managing domestic weather risks.

Southeast Asia, therefore, matters not only because it is exposed to El Niño, but because it supplies commodities that are important to regional and global trade.

The region is a reminder that production exposure and export importance can reinforce each other. When a climate-sensitive region also plays a major role in trade, local weather may become global information.

V. India: Monsoon Dependence and Food Inflation Sensitivity

India’s exposure lies in the close connection between monsoon variability, agricultural output, food prices, and policy response.
印度的暴露主要在于季风变化、农业产出、食品价格和政策反应之间联系较为紧密。
The monsoon is central to India’s agricultural system. When rainfall is delayed, uneven, or deficient, the implications may extend beyond crop yields. Rural income, food supply, consumer prices, and policy expectations may all become more sensitive.
季风对印度农业体系具有核心意义。当降雨推迟、分布不均或不足时,其影响可能不止于作物单产。农村收入、食品供应、消费价格和政策预期都可能变得更加敏感。
This does not mean every El Niño event leads to severe agricultural stress. The outcome depends on rainfall distribution, reservoir levels, crop choice, irrigation coverage, inventories, and government response.
这并不意味着每一次厄尔尼诺都会导致严重农业压力。最终结果取决于降雨分布、水库水平、作物结构、灌溉覆盖、库存状况和政府反应。
India’s importance also comes from its role in global agricultural policy. When domestic food prices become more sensitive, policy decisions on exports, imports, subsidies, or reserves may attract international attention. In some commodities, domestic policy adjustments can affect global trade expectations.
印度的重要性还来自其在全球农业政策中的角色。当国内食品价格更为敏感时,关于出口、进口、补贴或储备的政策决定可能受到国际关注。在部分商品中,国内政策调整也可能影响全球贸易预期。
The Indian case illustrates a broader point: climate shocks do not only affect production. They may also affect policy behaviour. Once food prices become politically and socially important, weather can enter the policy cycle.
印度案例说明了一个更广泛的问题:气候冲击影响的不只是生产,也可能影响政策行为。一旦食品价格在政治和社会层面变得重要,天气就可能进入政策周期。
India is therefore not merely a climate-exposed economy. It is a system in which climate, agriculture, inflation, and policy are tightly linked.

VI. Australia and Latin America: Exporters Under Weather Stress
澳大利亚与拉美:天气压力下的出口国
Exporting regions transmit climate shocks through trade. When these regions experience weather stress, importers may feel the effects through availability, prices, delivery schedules, or substitution demand.
出口地区会通过贸易传导气候冲击。当这些地区遭遇天气压力时,进口国可能通过可获得供应、价格、交付时间或替代需求感受到影响。
Australia is important because of its role in wheat, barley, livestock, and other agricultural exports. Dry conditions can affect yields, pasture quality, and exportable supply. For Asian importers, Australian production conditions may therefore become part of the regional food-security equation.
澳大利亚的重要性来自其在小麦、大麦、畜牧和其他农产品出口中的地位。干旱天气可能影响单产、牧场质量和可出口供应。对亚洲进口国而言,澳大利亚生产状况因此可能成为区域粮食安全考量的一部分。
Latin America is more diverse. Brazil matters for soybeans, corn, sugar, and coffee. Argentina is important in grains and oilseeds. Peru and Ecuador may be affected by floods, fisheries, and fishmeal supply. In these cases, El Niño can influence not only crops, but also marine resources and feed chains.

For exporters, weather stress can affect national income, rural conditions, and trade balances. For importers, the same stress may appear as higher costs or tighter availability.

This is why climate analysis cannot stop at national borders. Agricultural systems are local in production, but global in distribution.

Conclusion
This is where El Niño becomes more than an agricultural issue. It becomes a test of social and institutional resilience.

A producing country may experience weather through yields. An importing country may experience it through costs. A trading hub may experience it through logistics and price adjustments. A low-income importer may experience it through affordability and food-security pressure.
生产国可能通过单产感受天气变化。进口国可能通过成本感受天气变化。贸易枢纽可能通过物流和价格调整感受天气变化。低收入进口国则可能通过可负担性和粮食安全压力感受天气变化。
The same El Niño can therefore create very different economic outcomes. In one place, it may remain a temporary agricultural disturbance. In another, it may affect trade flows. Elsewhere, it may influence inflation expectations, policy decisions, or household purchasing power.
因此,同一次厄尔尼诺可能产生完全不同的经济结果。在某些地方,它可能只是暂时的农业扰动;在另一些地方,它可能影响贸易流;在其他经济体中,它则可能影响通胀预期、政策决策或家庭购买力。
Countries with diversified supply sources, adequate inventories, fiscal capacity, and policy flexibility are generally better positioned to absorb shocks. Economies with concentrated production, high import dependence, limited reserves, or weaker fiscal buffers may experience greater pressure when climate shocks interact with existing vulnerabilities.
供应来源多元、库存较充足、财政能力较强、政策工具较丰富的经济体,通常更有能力吸收扰动。相反,生产高度集中、进口依赖较高、储备有限或财政缓冲较弱的经济体,在气候冲击与既有脆弱性叠加时,可能面临更大压力。
This is the essential lesson of regional vulnerability. The question is not only where El Niño happens. The deeper question is which systems are strong enough to absorb it.
这就是区域脆弱性分析的核心启示。问题不只是厄尔尼诺发生在哪里,更深层的问题是,哪些体系有足够能力吸收它。
