Introduction | 引言
The Eurozone Sovereign Debt Crisis was not shaped solely by economic fundamentals. As financial stress intensified between 2010 and 2012, policy responses by governments, central banks and international institutions played a decisive role in determining the trajectory of the crisis.

I. The Role of European Institutions

During the early phase of the crisis, the institutional framework of the euro area faced significant challenges. The monetary union lacked a central fiscal authority capable of stabilising sovereign debt markets.

As sovereign spreads widened in several peripheral economies, European policymakers introduced a series of emergency mechanisms designed to contain financial contagion.

Monetary policy played a decisive role in stabilising financial markets during the later stages of the crisis. As sovereign spreads widened sharply across several peripheral euro area economies, the European Central Bank gradually expanded its liquidity provision to the banking system.

One of the most significant measures was the introduction of Long-Term Refinancing Operations (LTROs). In December 2011 and February 2012, the ECB conducted two large three-year refinancing operations that provided more than €1 trillion in liquidity to euro area banks.

However, the turning point in market expectations occurred in 2012, when the ECB introduced the Outright Monetary Transactions (OMT) framework.

In July 2012, ECB President Mario Draghi stated that the central bank was ready to do “whatever it takes” to preserve the euro. Shortly afterwards, the ECB announced the OMT programme, which allowed the central bank to purchase sovereign bonds of member states under certain conditions.

Although the programme was never actually activated, its announcement significantly altered investor expectations. Market participants increasingly believed that the ECB was willing to act as a backstop to sovereign bond markets.

Following the announcement of OMT, sovereign spreads in several peripheral economies declined sharply. For example, the yield spread between Spanish and German ten-year government bonds fell substantially during the second half of 2012.

The LTRO and OMT measures therefore operated through different channels. While LTRO primarily addressed liquidity shortages within the banking system, OMT functioned mainly through expectations, reinforcing market confidence in the integrity of the euro area.

The Eurozone Sovereign Debt Crisis illustrates how policy decisions and financial markets interact during periods of systemic stress. The crisis also demonstrated the importance of credible policy commitments. Liquidity operations such as the LTRO helped stabilise banking systems, while the announcement of the OMT programme altered investor expectations and contributed to the rapid compression of sovereign spreads.
