Introduction | 引言
The eurozone crisis is often described as a sovereign debt episode rooted in fiscal imbalance and institutional design flaws. Yet its evolution cannot be fully understood without situating it within the broader architecture of the international monetary system.

Between 2010 and 2012, the euro depreciated significantly against the US dollar, the dollar index strengthened during stress episodes, and global reserve allocations adjusted gradually. These movements were not incidental. They reflected a global repricing of liquidity, institutional credibility, and systemic risk.

I. EUR/USD: From Pre-Crisis Peak to Sovereign Stress

According to European Central Bank reference exchange rate data, EUR/USD peaked at approximately 1.60 in July 2008. This period coincided with strong capital inflows into the euro area and relative confidence in the monetary union framework.

The IMF’s Currency Composition of Official Foreign Exchange Reserves (COFER) database provides insight into central bank behaviour during the crisis period.

The euro accounted for approximately 27–28 per cent of allocated global reserves in 2009.
By 2012, its share had declined to roughly 24–25 per cent.
