By the end of the 2000s, structural imbalances had accumulated across parts of the euro area. Yet sovereign spreads remained relatively compressed until late 2009, reflecting continued market confidence in the institutional coherence of the monetary union.

In October 2009, the newly elected Greek government revised its fiscal deficit estimate upward. Subsequent Excessive Deficit Procedure (EDP) notifications published by Eurostat confirmed that Greece’s 2009 general government deficit, under the Maastricht definition, was approximately 15 per cent of GDP.
