Introduction | 引言
Financial convergence in the early years of monetary union did not eliminate structural differences among member states. Beneath compressed sovereign spreads and expanding credit conditions, divergences in productivity, cost dynamics and external balances continued to widen.
货币联盟初期的金融收敛并未消除成员国之间的结构差异。在主权利差压缩与信贷扩张的表象之下,生产率、成本结构与外部收支的分化持续扩大。
Over time, these divergences contributed to what can be described analytically as a “core–periphery” structure within the euro area. While some economies maintained stronger export competitiveness and persistent current account surpluses, others experienced rising relative costs and sustained external deficits.

The crisis later exposed these asymmetries and magnified their economic consequences.

I. Unit Labour Costs and Relative Price Competitiveness

A central indicator of competitiveness divergence is the evolution of unit labour costs (ULC). According to Eurostat’s unit labour cost index (total economy), between 2000 and 2008 labour costs per unit of output increased more rapidly in Greece, Spain and Portugal than in Germany. This index measures changes in labour compensation relative to productivity and is expressed as an index rather than a level variable.
衡量竞争力分化的重要指标之一是单位劳动力成本(ULC)的变化。根据Eurostat整体经济口径的单位劳动力成本指数,2000年至2008年期间,希腊、西班牙与葡萄牙单位产出劳动力成本的涨幅高于德国。该指标为指数口径,用于衡量劳动力报酬相对于生产率的变化,而非绝对成本水平。
Germany experienced a period of wage restraint and structural reform in the early 2000s, contributing to moderate growth in labour costs. In contrast, stronger domestic demand and credit expansion in several peripheral economies were associated with faster increases in labour compensation.
德国在2000年代初经历工资克制与结构改革,劳动力成本增长相对温和。相比之下,部分外围经济体在需求扩张与信贷增长背景下,劳动力报酬增长更快。
Within a monetary union lacking national nominal exchange-rate flexibility, relative increases in labour costs translate into movements in real effective exchange rates. Countries with faster ULC growth experienced real appreciation relative to surplus economies, gradually weakening export competitiveness.
在缺乏国家层面名义汇率弹性的货币联盟框架下,相对劳动力成本上升会体现在实际有效汇率的变化上。单位劳动力成本增长较快的国家相对于顺差经济体出现实际升值,出口竞争力逐步削弱。
II. Current Account Asymmetry
经常账户不对称
Competitiveness divergence was reflected in external balances.
竞争力分化在外部收支结构中得到体现。
Eurostat balance of payments statistics show that between 2000 and 2008 Germany recorded sustained current account surpluses, while Greece, Spain and Portugal registered persistent current account deficits. In several years, these deficits represented large shares of GDP.
Eurostat国际收支数据显示,2000年至2008年期间,德国持续保持经常账户顺差,而希腊、西班牙与葡萄牙持续出现经常账户逆差。在若干年份,这些逆差占GDP比重处于较高水平。
Persistent external deficits required continuous capital inflows to finance them. During the period of financial integration and compressed risk premia, such inflows were available at relatively low cost.

However, this financing structure increased exposure to sudden stops once investor risk perceptions changed.

III. Productivity Trends and Structural Differences

Competitiveness depends not only on wage dynamics but also on productivity performance.

Eurostat national accounts data on labour productivity per hour worked indicate that productivity growth differed across member states during the 2000–2008 period. In several peripheral economies, productivity gains were modest relative to increases in labour costs.

Differences in labour market institutions, industrial structure and export composition contributed to these outcomes.

Within a monetary union, adjustment to such divergence relies primarily on internal price and wage flexibility rather than currency depreciation.

IV. Financial Integration and Asymmetric Exposure

The analytical distinction between “core” and “periphery” is reflected not only in trade balances but also in financial linkages.

BIS consolidated banking statistics show that banks headquartered in surplus economies expanded cross-border lending to several deficit economies during the pre-crisis years.

These capital flows deepened financial integration but also created asymmetric exposure: surplus economies accumulated foreign assets, while deficit economies accumulated external liabilities.

When capital flows reversed after 2008, adjustment pressures were disproportionately borne by deficit economies, which faced both external financing constraints and domestic recession.

V. Internal Devaluation and Adjustment Dynamics

In the absence of exchange-rate flexibility, deficit economies relied on internal devaluation to restore competitiveness.

Internal devaluation typically involves wage moderation, fiscal consolidation and structural reform.

Eurostat data show that current account balances in several peripheral economies improved after 2010, reflecting reduced domestic demand and cost adjustment. IMF and European Commission reports during 2010–2013 discuss the role of fiscal consolidation and labour market reforms in this process.

Conclusion | 结语
The eurozone crisis demonstrated that financial convergence coincided with, rather than eliminated, structural divergence in competitiveness and external balances.

Differences in labour costs, productivity trends and external positions gradually shaped an asymmetric structure within the monetary union.
