Introduction | 引言
More than a decade has passed since the eurozone sovereign debt crisis reached its peak. During this period, European policymakers introduced a series of institutional reforms designed to strengthen financial stability and prevent future crises.

These reforms included new financial assistance mechanisms, stricter fiscal rules and the development of a banking union framework. Together, they were intended to address some of the structural weaknesses revealed during the crisis.

Yet the fundamental question remains: have the structural vulnerabilities that contributed to the eurozone sovereign debt crisis truly been resolved?

I. Institutional Reforms After the Crisis
危机后的制度改革
In response to the sovereign debt crisis, the euro area introduced several important institutional innovations. One of the most significant developments was the creation of the European Stability Mechanism (ESM), a permanent financial assistance facility designed to provide support to member states facing severe funding pressures.
为应对主权债务危机,欧元区推出了多项重要制度创新。其中最重要的一项是建立欧洲稳定机制(ESM),这是一个永久性的金融救助机制,旨在为面临严重融资压力的成员国提供支持。
The euro area also initiated the Banking Union, which included the establishment of the Single Supervisory Mechanism (SSM) and the Single Resolution Mechanism (SRM). These institutions were intended to reduce financial contagion risks by strengthening bank supervision and resolution frameworks.

In addition, fiscal governance rules were strengthened through reforms, including the Fiscal Compact and enhanced budget surveillance within the European Union.

These institutional reforms significantly improved the euro area’s crisis-management capacity. However, they did not fundamentally change the structure of the monetary union, where fiscal policy remains largely determined at the national level.

II. Public Debt Levels in Major Euro Area Economies
欧元区主要经济体的债务水平
Despite institutional reforms, public debt levels across several euro area economies remain elevated.
尽管进行了制度改革,欧元区多个经济体的公共债务水平仍然较高。
According to Eurostat statistics, several major euro area economies continue to carry substantial public debt burdens. Italy’s government debt has remained above 140 per cent of GDP, one of the highest levels among advanced economies. France’s government debt has exceeded 110 per cent of GDP, reflecting persistent fiscal deficits and rising public spending pressures. Spain’s government debt has also risen significantly since the global financial crisis and remains close to 100 per cent of GDP.

Germany, traditionally viewed as the euro area’s fiscal anchor, maintains a lower debt ratio than many of its peers, with government debt around 60–65 per cent of GDP in recent years.

Taken together, these figures illustrate the persistent fiscal divergence within the euro area. These differences highlight the ongoing structural asymmetry within the monetary union, in which economies sharing a common currency operate with markedly different fiscal positions.

High debt levels do not automatically trigger financial crises. However, they increase fiscal vulnerability when economic growth slows or interest rates rise.

III. France as a Potential Systemic Risk Scenario
法国作为潜在系统性风险情景
During the eurozone sovereign debt crisis, financial instability emerged primarily in peripheral economies such as Greece, Ireland and Portugal.
在最初的欧债危机中,金融不稳定主要出现在希腊、爱尔兰和葡萄牙等外围国家。
At that time, core economies such as France and Germany played an essential role in supporting financial rescue mechanisms and maintaining confidence in the euro area.

However, the dynamics of a future crisis could differ significantly if fiscal stress were to emerge within one of the euro area’s largest economies.

France represents roughly one-fifth of the euro area economy and maintains one of the largest sovereign bond markets in Europe. Persistent fiscal deficits and rising public debt have increased concerns regarding long-term fiscal sustainability.

Recent political developments have also highlighted the difficulty of fiscal adjustment. In recent years, the French government has repeatedly faced challenges in securing parliamentary approval for its annual budget proposals.

Debates over pension reform and public expenditure have triggered significant political opposition and large-scale public protests, illustrating the political constraints on fiscal consolidation in a large welfare state.

These political dynamics are relevant for financial markets because they influence the credibility of long-term fiscal consolidation.

IV. France and Germany: Fiscal Capacity and Crisis Absorption

Another important dimension concerns the relative fiscal capacity of the euro area’s core economies.

During the original sovereign debt crisis, Germany’s comparatively strong fiscal position allowed it to play a central role in supporting financial rescue mechanisms.

Germany maintained lower public debt levels and stronger fiscal balances than many other euro area economies.

If significant financial stress were to emerge in France, however, the dynamics of crisis management could become substantially more complex.

Because France itself is one of the euro area’s core economies, the traditional model in which stronger countries stabilise weaker ones could become more difficult to sustain.

The scale of France’s sovereign bond market means that financial instability there could have systemic implications for the entire euro area.

V. Could Another Eurozone Crisis Emerge?
欧元区是否可能再次出现债务危机?
1. Institutional Constraints of the Monetary Union
货币联盟的制度约束
The institutional reforms introduced after the crisis have strengthened the euro area’s crisis-management capacity. Mechanisms such as the European Stability Mechanism, banking supervision under the European Central Bank and enhanced fiscal surveillance have improved the institutional toolkit available to policymakers.
危机后的制度改革确实增强了欧元区的危机管理能力。例如欧洲稳定机制、欧洲央行主导的银行监管体系以及强化的财政监督机制,都提升了政策制定者应对金融冲击的制度工具。
However, these reforms have not fundamentally altered the underlying structure of the monetary union.

The euro area continues to operate under a system in which monetary policy is centralised while fiscal policy remains largely national. This institutional asymmetry was one of the structural fault lines highlighted during the original sovereign debt crisis.

When fiscal imbalances emerge within individual member states, adjustment cannot occur through currency depreciation. Instead, adjustment must take place through fiscal consolidation, economic reform or external financial assistance.

This institutional constraint can amplify financial stress during periods of economic slowdown or rising interest rates.

Another structural challenge concerns the long-term sustainability of public finances in several major euro area economies.

Many European countries face persistent fiscal deficits combined with ageing populations. These demographic trends place increasing pressure on pension systems and public welfare spending.

Public pension systems across Europe are largely financed through pay-as-you-go arrangements, meaning that contributions from the current workforce fund benefits for retirees.

As demographic ageing reduces the relative size of the working population, sustaining these systems requires either higher taxation, reduced benefits or structural reforms.

These adjustments are often politically difficult, as illustrated by the intense public debates surrounding pension reforms in several European countries.

France provides a clear example of these tensions. Efforts to reform the pension system and reduce fiscal deficits have faced significant political opposition and social protests, illustrating the structural difficulty of implementing long-term fiscal adjustments in large welfare states.

3. Interest Rates and Debt Sustainability

Fiscal pressures are further compounded by the recent shift in the global interest-rate environment.

During the decade following the global financial crisis, extremely low interest rates reduced borrowing costs for many governments, allowing high debt levels to remain manageable.

However, a rise in interest rates would increase government interest payments on public debt, thereby placing a heavier fiscal burden on countries with large outstanding debt.

In such an environment, investor confidence becomes increasingly important for maintaining stable government financing conditions.

Finally, the size of major euro area economies introduces an additional dimension of systemic risk. If financial instability were to emerge in smaller peripheral economies, European institutions might still have the capacity to contain the crisis. However, fiscal stress in one of the euro area’s largest economies could create a far more complex situation.
此外,欧元区主要经济体的规模本身也增加了系统性风险。如果金融压力出现在规模较小的外围国家,欧洲制度体系仍可能具备一定能力控制危机扩散。但如果财政压力出现在欧元区最大的经济体之一,局面可能会复杂得多。
Large sovereign bond markets play a central role in the European financial system, and instability in such markets could quickly spread through banking systems, capital markets and cross-border financial linkages.

For this reason, the long-term stability of the euro area depends not only on institutional mechanisms but also on member states' ability to maintain sustainable fiscal policies in a changing economic environment. In particular, fiscal instability in one of the euro area’s largest economies would represent a fundamentally different challenge from the sovereign crises experienced by smaller peripheral states during the earlier phase of the eurozone sovereign debt crisis.
因此,欧元区长期稳定不仅取决于制度机制,也取决于成员国在不断变化的经济环境中维持可持续财政政策的能力。尤其是,如果财政不稳定出现在欧元区最大的经济体之一,其性质将与早期发生在较小外围国家的主权危机具有根本不同。
Conclusion | 结语
The eurozone sovereign debt crisis revealed deep structural vulnerabilities within Europe’s monetary union. Although important institutional reforms have strengthened financial stability mechanisms, the underlying tension between monetary integration and nationally determined fiscal policies has not entirely disappeared.
欧元区主权债务危机揭示了欧洲货币联盟内部存在的深层结构性脆弱性。尽管制度改革增强了金融稳定机制,但货币一体化与国家财政政策之间的结构性张力仍未完全消失。
The long-term stability of the euro area will therefore depend on whether its member states can maintain fiscal discipline while sustaining economic growth and financial integration. In this sense, the eurozone sovereign debt crisis remains not only a historical episode but also a continuing lesson for the future of Europe’s monetary system.
