Introduction | 引言
The eurozone sovereign debt crisis was not a sudden fiscal accident that began in Greece in 2010. It was the culmination of a structural process: debt accumulated under compressed interest rates during the first decade of monetary union; growth was abruptly interrupted by the global financial crisis; and the institutional architecture of the euro area constrained normal macroeconomic adjustment.
欧元区主权债务危机并非2010年始于希腊的突发性财政事故,而是一场结构性过程的结果:在货币联盟的第一个十年中,债务在低利率环境下持续积累;随后全球金融危机骤然中断经济增长,欧元区的制度架构限制了常规宏观调整路径。
When aggressive investment expansion and elevated public commitments met growth contraction, and when institutional design prevented currency depreciation or large-scale fiscal transfers, debt dynamics became unstable. The crisis therefore reflected structural imbalance rather than episodic fiscal mismanagement.
当激进投资扩张与较高公共承诺在增长收缩背景下相遇,而制度设计又阻断汇率贬值与大规模财政转移机制时,债务动态开始失稳。因此,这场危机体现的是结构性失衡,而非单一财政失序。
I. Interest Rate Convergence Without Structural Convergence
利率收敛与结构未收敛
Following the launch of the euro in 1999, sovereign bond yields across member states converged rapidly. According to ECB data, 10-year Greek government bond yields fell from above 10% in the late 1990s to below 5% by 2005. Similar compression occurred in Spain, Portugal and Italy.
欧元于1999年推出后,其成员国主权债券收益率迅速收敛。根据欧洲央行数据,希腊10年期国债收益率从1990年代末超过10%的水平下降至2005年前后低于5%。西班牙、葡萄牙和意大利亦出现类似收敛。
This convergence reflected confidence in the credibility of monetary union and the elimination of currency risk. However, structural indicators did not converge at the same pace.

Eurostat data show that between 2000 and 2008, unit labour costs increased by roughly 30% in Greece and Spain, while rising by less than 10% in Germany. Current account deficits widened significantly in peripheral economies, while Germany maintained persistent surpluses.

Borrowing costs converged, but productivity and competitiveness did not. This divergence created latent imbalance within the monetary union.

II. Debt Accumulation and Sectoral Divergence

The decade preceding the crisis witnessed different but related forms of debt accumulation.

According to Eurostat, Greek general government debt rose from 103% of GDP in 2001 to 126% in 2009. Italy’s debt remained above 100% throughout the period, reaching approximately 116% in 2009.

Spain and Ireland, by contrast, entered the crisis with relatively lower public debt but high private sector leverage. BIS statistics indicate that Spanish private non-financial sector debt exceeded 200% of GDP by 2008, largely driven by real estate expansion.

Thus, the crisis reflected both fiscal imbalance and credit cycle excess.

III. Growth Interruption and Debt Dynamics

The global financial crisis of 2008 marked the structural turning point.

IMF World Economic Outlook data show that euro area GDP contracted by approximately 4.5% in 2009. Greece experienced a cumulative GDP decline exceeding 25% between 2008 and 2013.

When growth collapses, debt sustainability deteriorates rapidly. The debt-to-GDP ratio increases not only because borrowing rises, but because nominal GDP contracts.

IMF Article IV reports from 2010–2012 document rapid fiscal deterioration across Greece, Portugal and Spain as revenues fell and automatic stabilisers expanded.

IV. Yield Divergence and Market Repricing

In 2009–2010, markets began to reassess sovereign risk.

ECB data show that 10-year Greek bond yields rose from below 5% in early 2009 to above 30% in 2012. Spanish and Italian yields exceeded 7% in 2012 before declining following ECB policy interventions.

Yield divergence reflected both fiscal concerns and institutional uncertainty regarding crisis resolution mechanisms.

V. Capital Flight and TARGET2 Imbalances
资本外流与TARGET2失衡
Between 2010 and 2012, capital flowed from peripheral to core economies.

ECB TARGET2 data show that Germany’s claims rose significantly, while Spain and Italy accumulated large liabilities. These imbalances reflected private capital withdrawal offset by Eurosystem liquidity.
欧洲央行TARGET2数据显示,德国债权显著上升,而西班牙与意大利负债扩大。这反映私人资本撤离后由欧元体系流动性所填补。
Capital flight intensified sovereign funding stress and reinforced yield divergence.

VI. Institutional Constraint of Monetary Union
货币联盟的制度约束
Unlike sovereign currency regimes, euro area member states lacked independent exchange rate adjustment.
不同于拥有主权货币的国家,欧元区成员国缺乏独立汇率调整机制。
At the onset of the crisis, there was no banking union, no common fiscal backstop, and no eurobond. Risk-sharing mechanisms were limited.
危机初期,欧元区尚无银行联盟、无共同财政担保机制、亦无欧元债券。风险共担机制有限。
Adjustment therefore relied on internal devaluation—wage compression, fiscal consolidation and structural reform—which deepened recession in the short term.

Conclusion | 结语
The crisis reflected a structural vulnerability embedded in the architecture of the euro area: monetary integration proceeded without a corresponding fiscal union, limiting adjustment mechanisms within the currency union. The crisis emerged as debt accumulated under compressed interest rates, economic growth was interrupted by a global financial shock, and institutional constraints limited macroeconomic adjustment.
这场危机反映了欧元区制度架构中固有的结构性脆弱性:货币一体化在缺乏相应财政联盟的情况下推进,从而限制了货币联盟内部的调整机制。当低利率环境下债务持续积累、全球金融冲击中断经济增长、制度约束限制宏观经济调整时,危机最终爆发。
Yet structural fragility alone does not explain the full escalation of the crisis. Financial market dynamics, capital flight and the widening of sovereign spreads transformed macroeconomic imbalances into systemic financial stress.
